Delegated Authority Register
Delegations of authority are required in order to provide the Chief Executive Officer and Employees of the Town with the power to exercise duties and make determinations. It is essential that the Town’s delegations are performed in a manner that is in accordance with the adopted governance framework and is compliant with the relevant legislation. The Town is required to keep records on the exercise of its delegations.
Gifts Registers
In accordance with the Local Government Act 1995, Elected Members and Chief Executive Officers are required to disclose gifts that are received in their capacity as an Elected Member or Chief Executive Officer that are valued at (or cumulative value within 12 months) over $300.
The Chief Executive Officer is required to keep a record of the disclosures by way of a register published on the Town's website.
In accordance with the Employee Code of Conduct the Chief Executive Officer is to publish on the Town's website a register of gifts received by employees between the value of $50 and $300.
Regulation 30G of the Local Government (Elections) Regulations 1997 requires the Chief Executive Officer to establish and maintain an Electoral Gift Register.
Register of Public Minor Breaches
The Register of Public Minor Breaches is published in accordance with section 5.121 of the Local Government Act 1995.
Register of Council Member Training
Pursuant to section 5.127(2) of the Local Government Act 1995, the CEO is required to prepare and publish on the Town’s website a report for each financial year detailing the training completed by Council Members in that financial year.
Register of Council Member Fees, Allowances and Expenses
The Western Australian Government via the Salaries and Allowances Tribunal issues determinations of Salaries and Allowances amounts for Local Government Council Members.
Council Member Fees and Allowances are determined as a range by the Salaries and Allowances Tribunal according to Band classifications for local governments in Western Australia. The Town is classified as a Band 3 local government. Payment of Council Member Fees and Allowances are governed by Council Policy LG516 Fees, Allowances and Expenses for Elected Members.
The Register of Council Member Fees, Allowances and Expenses discloses the amount of meetings fees, expenses and allowances paid to Council Members including Mayoral and Deputy Mayoral allowances paid to the Mayor and Deputy Mayor for their increased duties.
Register of Financial Returns
In accordance with regulation 29C(d) and (e) of the Local Government (Administration) Regulations 1996, the CEO is required to publish a Register detailing the names of Council Members and positions of employees who have completed a Primary or Annual Return for the preceding financial year.
