As part of the annual budget setting process, the Town of Claremont is seeking comment from ratepayers on the proposed differential rates and minimum payments for the 2025/2026 financial year.

Background

Local governments impose rates on the properties within their district to raise revenue to fund the services and facilities provided to residents and visitors.

Differential rates allow the Town to apply rates differently according to property classification, which helps to ensure a more equitable ratings system.

The Gross Rental Valuation (GRV) is determined by the Valuer General's Office and is the value used to calculate the total value of rateable properties.

The rate in dollar (RID) figure is calculated by dividing the total amount of money to be raised in general rates by the total value of all rateable properties per category. This figure is then used to help determine the rate amount for each property.

Minimum payments are imposed when the amount calculated by the rates formula is less than the amount any property must pay to contribute to the cost of services provided by the Town regardless of the GRV of their property.

The final rate figure applied to each property in the Town will vary based on the applicable rate in the dollar and the GRV for the property. These figures will not be available until after Council has finalised the annual budget process in June 2025.

At the Ordinary Council Meeting on 29 April 2025, Council approved the advertising of its intention to levy differential rates and minimum payments in 2025/26 and to invite submissions from ratepayers. Council will consider this community feedback as part of the adoption of the 2025/2026 annual budget.

Notice

In accordance with s.6.36 of the Local Government Act 1995 the Town of Claremont gives notice of its intention to impose differential rates and minimum payments for the 2025/2026 financial year as follows:

Information relating to the Objects and Reasons for the proposed differential rates is available on the Town’s Website to view here or at the Town’s Administration Building, 308 Stirling Highway, Claremont. 

Electors and ratepayers are invited to make submissions in relation to the proposal to the Chief Executive Officer by email to toc@claremont.wa.gov.au, by hand to the Town’s Administration Building or by post to PO Box 54, Claremont WA 6910.

All submissions must be received by 5.00pm on Friday 23 June 2025.

Council will consider any submissions received before making a decision to impose the Differential Rates in the 2025-2026 Budget.
